In a significant policy shift, international students pursuing master’s programs of less than two years in Canada are now eligible for a three-year post-graduation work permit (PGWP).
This expansion of eligibility reflects the recognition of master’s students’ potential to contribute to Canada’s workforce and economy.
Extended Work Permit Duration:
Previously, PGWPs were granted based on the duration of the study program. However, with the new policy, master’s students can now receive a three-year PGWP, regardless of the program’s length.
Program-specific Criteria:
PGWPs issued to students in programs other than master’s level will still align with the program’s duration. However, students enrolled in PGWP-eligible designated learning institutions (DLIs) with programs lasting at least two years are also eligible for the extended three-year PGWP.
Revised Spousal Work Permit Regulations
IRCC will revise regulations regarding spousal work permits for international students at the undergraduate level. As a result, only spouses of master’s and doctoral level students will be eligible for a spousal work permit.
Exemption For Canadian Citizens/Permanent Residents:
This adjustment does not affect spousal open work permits for the spouses or conjugal partners of Canadian citizens or permanent residents.
PGWP Eligibility Criteria
Requirements for International Students:
To qualify for a PGWP, international students must fulfill specific criteria, including completion of studies at a designated learning institution (DLI), enrollment in a degree, diploma, or certificate program, maintenance of full-time student status, and provision of necessary documentation.
Program and Institution Criteria:
Graduates must have completed programs at eligible institutions, including public post-secondary institutions, private schools with authorization to award degrees, and certain Quebec-based institutions.
Future Changes And Exemptions
Upcoming Changes:
Starting September 2024, certain students attending programs using a curriculum licensing framework may no longer be eligible to apply for a PGWP.
Impact Of Changes:
These changes aim to streamline the eligibility criteria for PGWPs and ensure that international students contribute effectively to Canada’s labor market while maintaining the integrity of the immigration system.
