The Bureau of Public Procurement (BPP) has begun validating a new Performance Management System (PMS) designed to replace the Annual Performance Evaluation Report (APER) system across Federal Ministries, Departments and Agencies.
The Bureau hosted the PMS implementation team at its headquarters in Abuja as part of efforts to introduce a more result-oriented and accountable approach to managing performance in the public service.
This was disclosed in a statement signed by Ngozi Anyaelezu, Assistant Chief Information Officer of the BPP, in Abuja on Saturday.
Anyaelezu said the visit focused on the formal presentation and operational validation of the PMS framework, which is expected to replace the existing APER system across Federal Government institutions.
She said the delegation comprised key facilitators and technical experts involved in public service reforms.
The team presented customised performance metrics, Key Performance Indicators and digital tracking mechanisms to the BPP management as part of the validation process.
Speaking during the presentation, the Director-General of the BPP, Dr Adebowale Adedokun, said aligning the bureau’s mandate with the Federal Government’s digital agenda was important for achieving measurable individual and departmental targets.
He described the PMS as a welcome initiative that would improve reporting on staff capacity building, strengthen objective assessment of individual and organisational performance and promote transparency in promotion processes.
According to him, the system is evidence-based and would give competent officers greater opportunities to excel while improving efficiency and quality of service delivery.
“The BPP, as the regulatory agency for public procurement, has already digitised its operations through numerous reforms.
“Adopting the PMS complements the initiatives of the Head of the Civil Service of the Federation,” he said.
Adedokun said the BPP was among the first MDAs to enforce the use of the official.gov.ng domain, describing the move as part of the bureau’s commitment to good governance and digital transformation.
He urged staff members to comply fully with the PMS validation process.
The director-general acknowledged that resistance to change could occur but stressed that government policies must be followed.
Adedokun also called on the Federal Civil Service Commission and the Office of the Head of the Civil Service of the Federation to provide a clear timeline for the full transition to the PMS across all MDAs.
Earlier, the PMS team from the OHCSF conducted a technical presentation and validation session to deepen participants’ understanding of the new system, its specific requirements and its application across the Federal Civil Service.
The new PMS is expected to provide a more structured system for measuring staff performance and organisational results while supporting greater accountability and transparency in the public service.
