Domestic Airlines Face 7-day Deadline To Implement Special Needs Option

The Nigerian Civil Aviation Authority (NCAA) has ordered all domestic airlines to integrate a mandatory special needs assistance feature into their ticket booking systems within seven days, marking a significant step toward inclusive air travel in Nigeria.
The directive was issued weekend, in a statement signed by Michael Achimugu on behalf of the director-general of the NCAA.
It aims to support passengers with disabilities and persons with reduced mobility, enabling them to request assistance before completing ticket purchases rather than waiting until arrival at the airport.
“All domestic airlines operating in Nigeria must ensure full compliance with provisions for Persons with Reduced Mobility (PRM) and passengers with disabilities by incorporating a mandatory Special Needs/Assistance request feature on their ticket reservation systems,” the statement said. “Airlines are required to comply within seven days of receipt of this directive. Non-compliance may attract regulatory enforcement in line with applicable aviation regulations.”
The NCAA emphasised that airlines must actively inquire whether any passenger in a booking party requires assistance, in line with Nigeria Civil Aviation Regulations 2023, Part 19.12.3.1, which mandates that support must be available across all ticket sales channels, including online platforms and telephone bookings.
The feature is intended to reduce travel delays, enhance safety, and improve independence for travelers who have historically faced difficulties navigating air transport.
People Living With Disabilities (PLWDs) often face systemic barriers, including inaccessible transport systems, digital platforms, and public spaces, which can limit participation in education, healthcare, employment, and daily life.
