The Rural Electrification Agency (REA) and the National Bureau of Statistics (NBS) have signed a Memorandum of Understanding (MoU) to conduct a comprehensive National Energy Survey aimed at strengthening data-driven planning in Nigeria’s power and energy sector.
The agreement, signed in Abuja by REA Managing Director, Abba Aliyu, and the Statistician-General of the Federation, Prince Adeyemi Adeniran, formalises a strategic collaboration between the two agencies to jointly implement the survey using the Multi-Tier Tracking Framework (MTF). The initiative will be implemented under the World Bank’s Energy Sector Management Assistance Programme (ESMAP).
According to REA’s Director of Promotion and Outreach, Mutari Ibrahim, the survey is designed to generate high-quality analytical data to support evidence-based policymaking, investment decisions and programme targeting across the energy sector. It will assess energy access at household, community, enterprise and public institution levels, while also examining affordability, expenditure patterns and willingness to pay for grid and off-grid solutions.
The survey will further analyse access to and usage of off-grid technologies, including solar home systems, mini-grids and clean cooking solutions. Under the MoU, REA will provide sector expertise, policy alignment, stakeholder engagement and public awareness support, in line with Nigeria’s rural electrification priorities. NBS will provide regulatory approval, sampling frames, methodological validation, technical supervision and capacity building to ensure data quality and credibility.
The World Bank, through ESMAP, will fund and technically oversee the exercise and engage a qualified survey firm to handle field data collection, analysis and reporting. The MoU will remain in force for 18
